About the department

The Department for Work with Appeals of Individuals and Legal Entities, Control and Monitoring of Kokand State University was established in order to timely control and analyze the implementation of the Law of the Republic of Uzbekistan dated September 11, 2017 No. O'RQ-445 "On Appeals of Individuals and Legal Entities", the Law "On Normative Legal Acts", the Decree of the President of the Republic of Uzbekistan dated February 10, 2021 No. PF-6166 "On additional measures to strengthen the personal responsibility of heads of state bodies and local executive authorities for the effective organization of the implementation of legislative acts", the Decree dated May 24, 2023 No. PF-76 "On measures for the effective organization of public administration in the field of digital technologies within the framework of administrative reforms", the Resolution of the Cabinet of Ministers dated May 31, 2021 No. PQ-5132 "On additional measures to ensure the effective operation of the unified interdepartmental electronic system of execution discipline 'Ijro.gov.uz'", the Resolution dated February 10, 2021 No. 61 "On measures for the phased full transition to the Uzbek alphabet based on Latin script", the Resolution dated January 12, 1999 No. 12 "On measures to strengthen executive discipline", the Resolution dated March 29, 1999 No. 140 "On approval of regulatory documents on the organization of office work and control of execution in state authorities and administration of the Republic of Uzbekistan", as well as the Resolution dated May 7, 2018 No. 341 "On the procedure for working with appeals of individuals and legal entities in state bodies, institutions and organizations with state participation".

Main functions of the department

Work with appeals of individuals and legal entities:

The department for work with appeals of individuals and legal entities, control and monitoring accepts oral, written and electronic appeals, registers them in an electronic table, sends them for execution, requests responses from executors within the time limits established by law, analyzes them, provides information at the rector's staff meeting every Monday, at the University Council every month, and to the Ministry of Higher Education, Science and Innovation of the Republic of Uzbekistan every quarter, organizes field receptions, ensures the resolution of problems raised by individuals and legal entities, and covers the results of consideration of appeals in the media.

Control and monitoring:

At the university, through the electronic system "Edo.ijro.uz", control and monitoring of the implementation of the Laws of the Republic of Uzbekistan on higher education, Decrees, Resolutions, Orders and instructions of the President of the Republic of Uzbekistan, Resolutions and Orders of the Cabinet of Ministers, Orders, instructions, Board decisions, meeting minutes, letters and modemograms of the Ministry of Higher Education, Science and Innovation, as well as decisions of the University Council and orders of the rector are carried out.

Control over the timely execution of documents and instructions by the responsible executor, as well as the complete and reliable entry of information in the prescribed form into the "Edo.ijro.uz" system:

  • Study of the completeness of information and attached supporting documents;
  • If it is necessary to verify the reliability of the information, study on site;
  • Study of information (completed work) in narrow specialties by sending requests to relevant structural units of the university or by creating a working group;
  • If there are inaccuracies in the information, obtain written or oral explanations from the responsible executor;
  • Based on the results of the analysis, return for revision unconfirmed, insufficient or incorrect data and keep records of them.
