The law is aimed at improving master's and doctoral systems in higher education institutions, improving the quality of training scientific and pedagogical personnel.

It provides for increasing the scientific potential of higher education institutions, creating favorable conditions for conducting scientific research by students and faculty.

This law establishes that October 1st is annually celebrated as "Teachers' and Mentors' Day".

The day serves the purposes of respecting teachers and mentors for their services in education, raising their social status.
