About the department

The department operates in accordance with the Constitution of the Republic of Uzbekistan, the Labor Code of the Republic of Uzbekistan, normative decisions of the Oliy Majlis, decrees, decisions and orders of the President of the Republic of Uzbekistan, decisions and orders of the Cabinet of Ministers, the Charter of the enterprise, the Decree of the President of the Republic of Uzbekistan dated January 24, 2025 No. PQ-26 "On measures to further improve the activities of higher education organizations in the Fergana region", the order of the Minister of Higher Education, Science and Innovation of the Republic of Uzbekistan dated January 30, 2025 No. 31, the letter dated March 11, 2025 No. 01/35-551, as well as other legal acts.

Duties of the head of the HR department

  • Organizing the activities of the department and the work of employees;
  • Drawing up work plans for the department and ensuring their implementation;
  • Ensuring the implementation and monitoring of decisions of the board, orders, modemograms and phonegrams of ministries and departments;
  • Formalizing the hiring and dismissal of all employees included in the rector's nomenclature of the university, as well as preparing documents for approval for positions included in the nomenclature of higher authorities;
  • Controlling and organizing the proper use of staffing by departments and other units of the university;
  • Explaining the main labor laws to employees;
  • Monitoring compliance with internal regulations and labor discipline in all departments of the university;
  • Developing applications, notifications and clarifying them during subsequent registration;
  • Accounting for and issuing work books, personal certificates, checking and controlling draft orders submitted to the rector for signature;
  • Participating in commissions for hiring, dismissal and placement of teaching and administrative staff;
  • Processing and approving all personal cards in the T-2 form, monitoring the granting of vacations according to the approved schedule, working with the personnel reserve, preparing annual and monthly reports and ensuring their timely submission;
  • Preparing and submitting reports to labor authorities and higher organizations in the prescribed manner;
  • Selecting talented young specialists with a master's degree for vacant positions, including them in the personnel reserve and submitting proposals to the rector for their employment;
  • Excellent knowledge of information and communication technologies;
  • Compliance with the university's internal rules, ethics and dress code.
