Implementation of the “Corruption-Free Sector” project in higher education was discussed
The implementation of the “Corruption-Free Sector” project in the higher education system was discussed with the participation of Akmal Burkhanov, Director of the Anti-Corruption Agency, and Qo‘ng‘irotboy Sharipov, Minister of Higher Education, Science and Innovation. Abdulhakim Eshmuratov, Chairman of the Senate Committee on Judicial-Legal Issues and Anti-Corruption of the Oliy Majlis, also took part in the discussion.
As noted, within the framework of the project, the “Higher Education Management Information System” (HEMIS) was introduced, and 35 types of data were digitized.
The implementation of the my.edu.uz and my.uzbmb.uz information systems helped save applicants’ time, reduce their expenses, and prevent excessive bureaucratic barriers. Online broadcasting of entrance exams was launched.
During the discussion, along with the recognition of positive achievements, joint tasks were identified to address certain shortcomings observed during the project's implementation.
In particular, a list of corruption-prone positions in higher education institutions will be compiled, and a rotation procedure will be developed, requiring staff in such positions to be rotated every three years.
An open competition system will be introduced for lower and mid-level vacant positions in all educational institutions, and the process of submitting online applications for vacancies via the “vacancy.edu.uz” platform will be placed under strict control.
Staff of university “compliance control” units will be removed from the subordination of rectors and made directly accountable to the ministry.
The efficiency of evaluating and auditing participants in public procurement processes will be improved.
Several practical recommendations and directives were given to responsible officials.
